Rpm above idle to start ramp

After cruising only about 50 yards at low RPM, the engine just died and I was drifting. I tried to start it up again and but it wouldn't stay running. I pushed the throttle up in neutral and started it, and the engine seemed to run OK like that, at about 1000-12000 RPM. As soon as I lowered the throttle so I could put it in gear, it died again.I think my FICM is starting to have issues. When cold, it struggles to get up to voltage (above 45v) for a bit. Specifically, KOEO it starts out at about 44v and bounces up and back from there. Leave it KOEO and it will rise to 48 after 20 seconds and stay stable. Cycle off, KOEO again and it starts low again, but maybe a bit higher than earlier.2.)
